Submitting a fake or altered language test result with your PR application is not a shortcut — it can put your entire future in Canada at risk. Recently, we reviewed a permanent residence file where IRCC had issued a Procedural Fairness Letter (PFL) over allegedly fraudulent English test results. In these situations, IRCC may be considering a finding of misrepresentation, which can lead to refusal of the application and a five‑year period of inadmissibility under section 40 of the Immigration and Refugee Protection Act. During that time, a person found inadmissible for misrepresentation generally cannot apply for permanent residence. A PFL itself is not a refusal or an automatic five‑year ban. It is a formal notice giving you a chance to respond, explain your situation, and submit evidence by a set deadline. However, IRCC treats language‑test integrity very seriously. You are responsible for everything in your application, even if another person or agency prepared or submitted it. Using non‑genuine test results, altering scores, or buying someone else’s result can have consequences far more serious than having to retake an exam. To protect yourself, always use genuine results from an IRCC‑approved testing organization, keep your original records and correspondence, and never submit a result that is not yours.
