The Government of Canada has officially responded to petition e‑6866 – and there will NOT be a new, separate PR program specifically for Ukrainians at this time. The petition called for a dedicated permanent residence pathway for Ukrainians, especially those in Canada under CUAET. In its response, the government pointed to existing special measures (such as the Ukraine Family Reunification Pathway and open work permits) and confirmed that a new, standalone PR program for most Ukrainians will not be introduced at this stage. Ukrainians are expected to use existing immigration programs to move from temporary to permanent status, where eligible. In practice, this means that pathways like Express Entry, Provincial Nominee Programs (including Ontario Immigrant Nominee Program), and family sponsorship remain the main options. At the same time, the system itself is changing: Express Entry is being modified, and significant updates to Ontario PNP are expected on May 30. According to current information, these Ontario PNP changes will apply to new candidates and should not affect applicants who have already submitted and are waiting for a decision. This is disappointing news for many, but it also makes careful planning more important than ever. If you are in Canada under CUAET or another temporary status, it may be a good time to review your profile, understand which existing programs could fit your situation, and stay up to date on upcoming policy changes.
